==Creation and development==
During the development of ''Mario Tennis'', the game had many classic ''Mario'' characters, but few were humans, and Wario did not have a partner for doubles. Then, designer Fumihide Aoki came up with the idea to make a rival for [[Luigi]]. [[Shigeru Miyamoto]] was consulted in order to help with the design. Between the development cast, names like "Jeroji", "Jinani" and "Waiji" popped up, until it was decided that the name would be ''Waruiji'', portmanteau of the words "Warui" and "Ruiji". It was also decided that the character would be the extreme to Luigi´s height and lean body, just as [[Wario]] was the extreme to Mario´s round and short body.

In the intro movie, Wario and Waluigi face the Mario and Luigi in the first round of a tennis tournament, and they lose to Mario and Luigi.
Some time after the match, Wario and Waluigi head to Peach Dome, where they notice the tournament board which shows that they have been eliminated. They decide to vandalize the picture of the Mario Bros. on the board in revenge. However, a group of [[Buckethead]]s sees them in the act and attempts to arrest them. Wario and Waluigi run from the Bucketheads for a while before hiding in a side room, which turns out to be an entrance to Bowser's workout room. The three then form an alliance, and Bowser has Wario and Waluigi train there while the tournament continues.
The duo hijack the final match of the tournament; the Mario Bros. against [[Yoshi]] and [[Donkey Kong]], turning it into a rematch. They are booed, and decide to fire [[Bob-omb]]s at the Mario Bros.. Bowser helps them in a giant balloon full of Bob-ombs. However, the Bros. and the other characters hit the Bob-ombs back at Wario and Waluigi with their tennis rackets, blowing up parts of the [[Peach Dome]]. Bowser fires a [[Bullet Bill]] at Mario, but he deflects it with his tennis racket, sending it into Wario and Waluigi's Bob-omb launcher, which malfunctions and fires a Bob-omb at Bowser's balloon. Since the balloon was full of Bob-ombs, it crashes into the ground near Wario and Waluigi, causing a huge explosion. The three faint as a result.
As a playable character, Waluigi is a Defense character. He has great reach, but his movement and power are somewhat limited. Waluigi is one of the two Defense characters in the game, the other being [[Wiggler]]. Waluigi's Offensive Power shot is the [[Whirluigi]], a backspin shot that gives returners a whirlwind affect, losing the returners control. Waluigi's Defensive Power Shot is the [[Swimming Return]]. Waluigi's outfit includes a purple undershirt under black overalls, orange shoes, and a purple cap that covers his short, brown hair. He has a large, pink nose, a thin mustache which is straight (horizontal) and pointed up at the edge, and gray eyes, his eyes being surrounded by light blue rings. He also has long limbs and a skinny torso. The yellow symbol on his hat and gloves is a vertical mirror image of [[Luigi]]'s "L" which forms a "Γ", just as Wario wears a "W" in contrast to [[Mario]]'s "M". The "Γ" is actually the Greek letter Gamma, which is pronounced similarly to "G".
Just like his partner, Waluigi is the extreme form of his rival. While Luigi is tall and skinny, Waluigi is taller and skinnier, just as Wario is short and obese in contrast to Mario. It has been stated that Wario routinely puts Waluigi on a [[Wikipedia:Rack (torture device)|rack]] to make him even taller. Luigi´s facial elements are also exaggerated in Waluigi. Waluigi has a very sharp jaw and a pointy chin. Waluigi's sharp, handlebar mustache is an exaggeration of Luigi's soft and fluffy mustache. Many biographies describing him in Mario sports games mention (and poke fun at) his odd facial elements, including his sharp jaw, pointy nose, and flat feet.
Waluigi's clothing also breaks the palette-swap color scheme in place from Mario and Luigi. Mario and Luigi have the same colored pants, with their signature colors being opposites (red and green). With Wario and Waluigi, while the signature colors are still opposites (yellow and purple), their pants are not matching colors. Waluigi was designed to wear dark purple pants, rather than the lighter purple of Wario (in order to not be monochromatic), which breaks from the previous system of color-coding. On a side note, Waluigi has appeared wearing black pants at times.
Waluigi's outfit is sometimes referenced by the Mario Bros.. In ''[[Paper Mario: The Thousand-Year Door]]'', by wearing both the "L" Emblem (Luigi) and the "W" Emblem (Wario) together, Mario will wear a purple undershirt and black overalls. The same can be done in ''[[Super Smash Bros. Brawl]]'' by switching Luigi's costume color.

As a sharp contrast to Luigi's kindness and friendly demeanor, Waluigi is constantly angry and bitter. He is, apparently, overconfident and narcissistic. This is shown especially in his victory animations, when he is extremely quick to cheer for himself and break into victory dances. He is constantly taunting the other characters He is also vulgar, as demonstrated in his victory animations.
Waluigi is a very strange character. Apparently he tends to engage in odd activities like stalking Luigi, and talking in senseless, third-person mumbles. This is demonstrated in ''Mario and Sonic At The London Olympic Games'' and ''Fortune Street'', during his in-game dialogues. Waluigi is personified as a comic relief character, with comical and non-sensical animations. In ''Wario's Warehouse'', Wario often writes his column while portraying Waluigi as extremely stupid, often making idiotic and foolish decisions. Certain aspects of Waluigi´s personality can be seen in his appearence. [[Wario]] and Waluigi have comically deformed faces. But, while Wario´s mouth is shaped like a smile most of the time, Waluigi is almost constantly seen with a scowling expression. Which is fitting, since he is never happy. Earlier bios state that Waluigi doesn't tolerate the joy of the other characters, possibly because he lacks it, and he thinks he doesn´t deserve kindness.
Waluigi shares certain aspects of his personality with his brother/partner Wario. Both are extremely aggressive and vain, constantly forgetting their common sense, even though they are not as dumb as they seem to be. Waluigi can also be greedy, although, as demonstrated in ''Mario Super Sluggers'', Waluigi is more than willing to put his greed aside for the sake of respect. As demonstrated in the old ''Mario Tennis'' web page, Waluigi is also lacking when it comes to hygiene, although he seems to be capable of not demonstrating it in public like Wario.
Waluigi is primarily defined by two of his many characteristics. The first one is his hostility. Waluigi is an extremely hostile character. Waluigi seems to have terrible chemistry with pretty much everyone except Wario. He is openly rude and never misses the chance to do something mean-spirited. He seems to take glee whenever he does something of a bad nature. In ''Mario Strikers Charged'' , he was not only openly rude, but seemed to have little care for the well-being of his opponents, going to the point of physical aggression. In ''Dance Dance Revolution: Mario Mix'', Waluigi claims that his reason for obtaining the Music Keys is to control the world and spread chaos across the world.
The second trait is his self-pity. Waluigi is a very unpopular figure in the Mushroom Kingdom. As seen in Fortune Street, most characters despise him or greatly dislike him. Many Toads are seen to be repulsed by him. During ''Mario Tennis'', his first appearance , Waluigi's motivations were to become as popular and as beloved as the Mario Brothers.<ref name="noj"/> Nowadays, his motivation is to be a thorn on everyone's side and take over the world. According to [[Charles Martinet]], Waluigi feels that all the good things are happening to everyone but him, and this causes great frustration.
According to the trophy description in ''Super Smash Bros Melee'', Waluigi works and dedicates himself very hard towards his schemes and his antagonism towards his rivals, but never seems to succeed. He´s also often seen cursing over his losses, claiming the others to be cheaters and promising revenge. According to the dialogue in ''Mario and Sonic At The London Olympic Games'', Waluigi believes that, once he defeats Luigi, people will actually start to like him and he will become "the greatest Superstar in the world".

Waluigi is talented at a variety of sports, from tennis, to archery, to soccer. Because of this sports talent, Waluigi has many abilities displayed throughout his appearances. While Waluigi´s main rival and enemy is [[Luigi]], it´s shown that he isn´t very fond of Mario either.
