Otacon

Otacon (really named Dr. Hal Emmerich) is a recurring character from the Metal Gear Solid Series, and a former member of FOXHOUND. Is an American weapons designer and computer hacker who functions as a Q-like sidekick to Snake, usually giving him support via codec.
His first appearance in the Mario series will be Super Smash Bros. Brawl. In the stage Shadow Moses Island, from the original Metal Gear Solid game, he analyzes some characters in the game, like Yoshi, giving tips to Snake about them.
